As a point of interest, have you tried installing a test version of SAW and checking to see if anything shows up there. Just call the destination folder SAWTEST.

Also, it is interesting to note that the cmdstudio.inf states...

...so it appears that both 32-bit and 64-bit drivers are being installed.

Another update:
I installed Midi-Ox on my studio computer to test the driver for the BCF2000. When I try opening the BCF port in Midi-Ox, I get the error message "not enough memory". This in a computer that has 16 gig of RAM. Now I have to wonder if Midi-Ox will even work in Windows 10, even though I am running it in compatibility mode for Win7. I have run this program with to trouble at all in Win7.

OK, just to be sure, I went back to the driver package you sent the link for. I uninstalled the existing drivers, then ran the install for the linked package. It asks me to disconnect and reconnect the device and turn it on. I do so, and the install fails. This is exactly what happened when I tried to install this package before. It simply will not work. Of the other drivers available to me, the only one the will install is a 64 bit driver, the one that SawStuio and Midi-Ox will not work with.
At this point, I am probably back to the point of waiting until I can buy a dedicated 4-port "class compliant" midi port device and install it, then trying to connect the BCF to it using midi cables. Thus, I am stalled until at least next week.

Can you please try a test install of SAW...?
Also, is anyone here using a BCF-2000 with either SAW or SAC on Windows 10?
