Dave, there are so many other factors that will determine your choices, you can pretty much ignore those specs.
Think single RF carrier FM stereo transmission with all it's inherent limitations...
Do you have the option of using a mixer onboard your audio device (such as Totalmix, LynxMixer or something similar) to do the routing?
If not, and you still want to keep it in software, then...

Have you considered time-stretching (maintain pitch) the Tascam audio? It may take a little trial and error to dial it in but should be doable without artifacts at that level of drift...
You could try booting from your Win10 installation media and do startup repair and/or windows repair/repair install.
I would look for power saving or throttling settings in the OS and Bios. Perhaps something is going to sleep (not the MOTU) and interfering upon playback. Else maybe something stepping on the audio...
