You can certainly do it in SS... what to charge would be your choice...
A Microsoft DV format in an AVI file would be the easiest to work with...
Otherwise... some kind of mpeg 2 or 4 format... although these do not scrub as smooth unless you render them with the I frames down to 1 or some other small number like 10... most standard I frames in these formats are about 200... which causes scrubbing single frames to be very very slow and jumpy.

I use quicktime pro to export MOV files (what I usually get from clients) to AVI for use in SStudio. The accuracy of AVI is a must.
