Well kinda sorta, it worked for the 1973 plugin but Stillwell Rocket throws a cannot load plugin message, works fine with the .dll in the SAW VST folder but not with the .ini link. Same dll and key file location as the 1973 which works for that .ini link. I won't clutter this thread further and will keep troubleshooting, it must be me.

I got tired of playing with the vst installs
This works best if you don't already have other software that uses VST's or doing a fresh Windows install
HKEY_LOCAL_MACHINE\SOFTWARE\VST
VSTPluginsPath
edit value to: C\SAWStudio{lite,basic whatever}\VST_PlugIns
now Saw's vst folder is the default installation folder
Regedit is Not for the faint of heart of course

Vinnie,
Thanks for this. I think I might use that, if I ever build a new DAW that is, no point in rebuilding what is working fine now.
Also, I think this would work just fine even with other software since most other DAWs will allow you to set up multiple user assigned folders that they search when the application starts up. So set up other DAWs to just look in the SAW VST folder and install all VSTs to that SAW VST folder. I would do some testing to make sure nothing breaks but I suspect it would work well.

success ! I re-installed BBE with the file path changed to store in SAW VST folder. BBE folder showed up in VST folder, opened BBE folder and dragged individual elements needed into SAW VST folder directly. Little green BBE VSTs are alive and well. Thanks everybody.
