There is (or used to be) at least one place in Toronto that does this, out on Danforth Ave (one of the main east/west streets in the city). I would imagine there are still places in major US cities with the same capabilities but if you'd like me to dig up the contact info, just post back here and I'll find it again.
There are lots of places that do this on line - just Google "16 mm film to video transfer" and you'll get pages of options (and videos of the process)
