Verizon, for one, has a team of surveyors responsible for just that...monitoring their frequency band and investigating anomalies and reports of interference.
If you do have 700MHz stuff you want to get rid of, it's still legal in India, for one. We donated our 700MHz gear to our church's ministry partner there for use in local churches.
