Better late than never (haven’t been on here in a while). In SF, the uLaw is buried in the save as WAV. I’m doing this from memory right now, but where the PCM option pull down is, there are other settings, including uLaw.

I have found the perfect setup to create really clean sounding uLaw files for phone systems. Using Audition, match the settings you see in the picture below. For the sample type, I choose 8000 Hz Mono, 16-bit instead of 8-bit. The final WAV file will still come out as an 8K, 8-bit uLaw file. But if I select 8000 Hz Mono 8-bit, the sound of the file is far worse with lots of hiss. Choosing the 16-bit option clears that up for some unknown reason. Hopefully this helps those creating uLaw files for phone systems.
