Until there is something native, your best bet is to do something external and record it to a track.
Also, I was just looking at the manual for the Midi-Work-Station addon which has interesting features pertaining to tempo.

I just setup the tempo and turn on grid then select a drum stick hit and Cntl+insert it fills the selected area ( select area first ) Bob walked me thru this way back when.
I am familiar with the technique of creating one with samples. But, am looking for a plugin. Thanks!

Try the Midi Workshop... built-in... can use any midi source for sound and building complex tempo and time sig changes is easy.

Jon Marshall Smith had said he was exploring updating all his plugins to 64bit, but it doesn’t seem like he’s gotten around to it.
The ones I truly miss are his Cue Sheet program, the RCDelay, and the Metronome plugin, which sends MIDI clock and MIDI SPP.
I am still hopeful he will find the time and inclination to revisit these.
