    Win 10 sometimes sets folders to read-only... don't know when or why... and... if you right-click a folder... then select properties... notice the Read Only box... it will probably be checked... uncheck it... then close the Properties dialog... now if you go back and look, the Read Only will be checked again... but in the process, files will be writable from then on...

    Oh Well!!!

    The PC is back early and I made good progress with extending permissions.
    The .prf, .grp and .fky files are all updating.
    I can now create and alter FX groups, keyboard layouts, and preferences--yes!

    Thank you all again for steering me in the right direction.
