Default Win 10 Update Hijacks Audio to One Software

Windows's latest Win 10 Update appears to only allow One Software take sole use of Audio - excluding all others.
    Example:
I want to record with OBS 3 interviews from the net that I'm viewing through Firefox Browser.
    1. If I open OBS (or Logitec Capture) first.... then open the browser, I get no sound from the browser.
    2. If I first open the browser and play the interview, the audio is fine, and I can then open OBS and record audio.
    3. BUT... when I try to open the second interview in the browser.... NO sound from the browser, and NO sound from any other source.

The only cure to restore the audio of any other source at that point is to exit out of OBS (or Logitec Capture), then Exit out of profile in windows, return again and open a playback source (browser, VLC, etc)

What Windows option (or control) allows this 'hijack' of audio to happen, and how do I fix it?

The Windows 10 update rendered OBS and Logitec Capture near useless.
Ideas and help - much appreciated, Thanks.

Carl - have you tried going to Settings/System/Sound and choosing your input and output devices?

    Thanks John.
Doing all that.... no affect. OBS and Logitech grabs the device chosen from their program. In the setup with OBS, I record audio straight from FireFox browser, rather than go through the Audio card chosen in Windows (In my case a Lynx). But that give me a clue.... I'll try Eliminating the browser hook, and simply record from audio card playback and see if that works.
